Inventory, stock and purchase orders

agency.inventory.edit- Items: name, SKU, unit of measure, min stock level, average cost, and a location (store / building).
- Purchase orders: raise a PO to a vendor, send it as PDF, Receive items (partially or fully) — stock increases and an expense is created from the vendor invoice.
- Issue: consume items against a maintenance request or property; the cost is added to the job.
- Low stock: items under their minimum appear on the dashboard and can be auto-added to a draft PO.
